Perhaps a question of context We haven't actually been given enough context. However, generally "a duty of prudence" is not quite the same as a "duty of care". The former is about avoiding risk e.g. when acting as a trustee for an estate, while a "duty of care" is more about diligence. There is some overlap, I think, but which is appropriate depends upon context. I thought that it was unlikely to be "duty of prudence" because of the "qui s'impose à tous".

À mon sens, cette phrase signifie par exemple: rouler lentement sur une route enneigée, "est un devoir général de prudence qui s'impose à tous les conducteurs"...

I made a mistake. Here the sense of "qui s'impose à tous" is rather" evident to all/ everyone", and not " necessary from everyone".
Thus my translation would be:
".......(this is a) generally cautious/prudent approach evident to all/everyone.
