agree with Julie (see discussion) that "monies owed" covers all possibilities or like rkillings (discussion) believe it can be omitted entirely as sentence translated to..." non-payment" is perfectly understandable

: There is nothing in the the text to say that it's a claim, which would probably come after an initial non-payment.
