the expression - which comes from the practice of sending an elevator back up or down to someone who couldn't get on with you - means returning a favor; an "exchange of favors" may be more accurate in your particular context.

All the other answers are fine, but in your sentence I think it works better to say "a complex system of mutual assistance between..."
