Yes, it's one of those things that has no one-on-one English equivalent, so you have to box clever. Basically it amounts to "improved communications" of one kind or another, or "greater accessibility", etc.

Not an easy one - I'd turn it on its head and use a positive word - I think "linking up to the road network" might work, especially as you could parallel it with "linking up to electronic communication systems".
