I am told that "dit que" in legal terms is translated "holds that..." Does that make sense in the following statement?

« Dit que la présente décision sera portée dans le registres de l’état civile de la dite commune par simple mention à la suite du répertoire datée et signée ;… »

The context is that the mother's name on the child's previous birth certificate was spelled differently, and is now spelled correctly on this one. I believe they are "ordering" that the corrected name be recorded in the permanent archives .

Is this a remedial birth certificate? Meaning a certificate issued some time (maybe even years) after the birth of the child? You see a lot in African countries with a history of political unrest. These could contain legal language regarding the ruling to issue the certificate that would be unusual in standard birth certificates.

Alternative: It is declared that ...
(This is familiar language.) (I too do not know what Decision the author refers to.)

ce n'est pas un extrait d'acte de naissance ou un fiche d'Etat civil, mais probablement un jugement supplétif qui est une décision d'un tribunal. "the law or the judgement holds that"... see Robert & Collins dictionnaire juridique... with a subject the sentence would have been clearer.
