Standard housing estate

Or standard format housing estate, is how it appears to me.

If I'm wrong we'll blame Sheila for asking me to post it :-))

Perhaps standard estate would work with the 'housing' as it is followed by residential further in the sentence

agree Bourth (X) : For the UK, yes. However, maybe 'private' has to go in there? Had a discussion with someone recently who said that unless specified not to be, "housing estate" is often taken to mean social housing (flats rather than houses?).

Not sure for your first point! although social housing (council housing) can also be houses rather than flats. Manchester has big house council housing estates that all look the same....

this is the Canadian term in English

neutral John Detre : Are you sure that's what they mean? It seems to be in the context of the installation of utilities of some sort, where zoning would not normally be an issue but the number and arrangement of lots would be.
