who has restricted the release of his/her personal data (or details)

In your context, "A person who has restricted the release of his/her personal details..."

Alternatively: "A person who has requested non-disclosure of his/her personal information/details".

On the English version of the AKE's site, they use the expression "...unless the owner/possessor has restricted the surrender of his/her data..."

See also the Information Commissioner's Office site for ideas on how this concept is expressed in the UK:

(person) entitled/under personal data protection

If a person is 'turvakiellollinen', it means that his personal data (like home address, telephone number, car register plate etc.) is kept secret.

Here is info about 'turvakielto':

http://fi.wikipedia.org/wiki/Turvakielto

Somebody has translated 'turvakielto' as 'denial-of-personal-data', (do google it).

I couldn't get much Google evindence for my "entitled/under personal data protection", thus there may be some other expression used in English.
