you have a telephone conversation with someone, and this person continues talking, although your intention is to end (terminate) the conversation.

Your sentence "It appears ..." is a tip about how to end such a conversation smoothly.

To finish the conversation and not to give the callee hope of future calls.

it appears to me that, with your context, it is not that the people are unwilling to end the conversation, but rather there will be NO callbacks to this individual and they (the callers) do not want to be bothered by this person again. They are being terminated HARD because they have no characteristics that would make them interesting for future studies.

Here in the USA, my wife the doctor gets these things from drug companies all the time. They want to know her specialty and if it does not fit with their current study, they tell her that they may call her back for future studies. That would NOT be a hard terminate.
