how can we call a person who discriminates all the time, a person who looks down on people.

It is often regarded as a positive quality if someone is discriminating (= shows discernment), but looking down on people is regarded negatively. Are you looking for one word to cover this (apparent) contradiction? Please clarify...

bigoted and/or arrogant person; bigot

From the Oxford dictionary:

bigoted
adjective having or revealing an obstinate belief in the superiority of one's own opinions and a prejudiced intolerance of the opinions of others: a bigoted group of reactionaries | a bigoted article.

bigot = a bigoted person

arrogant (adjective) Having or revealing an exaggerated sense of one's own importance or abilities

Would be someone who looks/talks down to people.
