Purely linguistically, I'd have thought this was a 'prover' for the 'meter' that measures 'mechanical displacement'; however, other interpretations of the word order are equally feasible.
It may help to know just what sort of equipment your document is dealing with? In my experience, 'prover' is a relatively unusual term encountered in only certain specific fields; knowing that might help to better understand what this 'mechanical displacement meter' is all about.
