What is God's justice?
'Justice is to give every one his due.' God's justice is the rectitude of his nature, whereby he is carried to the doing of that which is righteous and equal. Prov 24:12. Shall not he render to every man according to his works?' God is an impartial judge. He judgeth the cause. Men often judge the person, but not the cause; which is not justice, but malice. Gen 18:81. I will go down and see whether they have done according to the cry which is come up unto me.' When the Lord is upon a punitive act, he weighs things in the balance, he does not punish rashly; he does not ***go in the way of a riot, but a circuit***, against offenders.

Utilizo "proceder" también en su sentido legal, de seguir un procedimiento criminal contra alguien.
"In the way of a riot" quiere decir de manera desenfrenada, irreflexiva, precipitada, como en la expresión "to run riot", que Johnson define como "without control or restraint". Creo que "atropelladamente" le expresa bastante bien; "precipitadamente" podría valer también. Contrasta con "circuit".
Creo que "circuit" tiene aquí un sentido legal ya obsoleto. Según Johnson, de nuevo, puede significar "the visitations of the judges for holding assises", o "the tract of country visited by the judges". Es decir, que puede referirse a los tribunales de jueces itinerantes. Pero también puede significar:
"CIRCUIT of action [In Law.] Is a longer course of proceeding to recover the thing sued for than is needful."
Es decir, que puede significar un procedimiento legal lento y pausado. Creo que este sentido se ajusta muy bien al contexto, y podría expresarse con la palabra "parsimonia", que expresa circunspección, lentitud y falta de precipitación:

De hecho, este sentido de "circuit" se refleja hoy en el adjetivo "circuitous":
"1. a circuitous journey, path, etc. is longer than it needs to be because it is not direct

2. taking a long time to say what you really mean when you are talking or writing."
