En tu segunda pregunta sobre este mismo texto te he propuesto una segunda opción: "Así ha ocurrido con otros hombres que no paran de / no hacen más que / no hacen sino / derrochar y armar gresca." Tiene la ventaja de que mantiene la estructura original de la frase, y además la expresión "armar gresca" es muy de la época.

Creo que aquí "riot" está usado en ese sentido. Yo diría "no hacen más que derrochar y parrandear". Es decir, llevar una vida disoluta.
