one percenters chodzi o społeczności twórcze w internecie. tę stosunkowo niewielką grupę która tworzy content np. filmik "joźin z baźin" na ypu tube, jedna osoba publikuje w sieci tworząc gigantyczną lawinę popularności tworząc wspomniany "collective voice of culture"

"ten jeden procent"

Nic bym tu więcej nie kombinowała, tylko tak bym to zostawiła, w kontekście powinno być jasne - ten jeden procent, który wpływa na pozostałe 99. Zresztą w oryginale też nie jest to żaden idiom.
Chyba że koniecznie potrzebna jest forma osobowa?
