Nel contesto della frase l'espressione non mi convince. Pensavo significasse "ritirare (dalla circolazione) delle serie di dati", ma non capisco perché richiedere la registrazione agli utenti possa essere il mezzo più efficace per ritirare le serie di dati... A meno che "recall" non voglia dire un'altra cosa.

The licensor should make all reasonable efforts to require all re-users to delete all or parts of the datasets that have been compromised (have become re-identifiable). This should include prominent notices on websites such as open data portals and forums/email lists/social media accessed by groups or individuals who are likely to be re-using the data.
