Police/ UKBA carried out a welfare visit on a suspected brothel on the

: UKBA = UK Border Agency = Immigration control = nije jedino policija // Nije u pitanju "standardna" policijska racija - nego provera "dobrobiti" tih devojaka - provera da nisu bile prisiljene da rade u tom bordelu t.j. da se uvere da su tu svojevoljno.

The "welfare" they were worried about is the "welfare" of the working girls - to make sure they were not forced to work in that brothel, i.e. they were treated as potential victims, not as criminals (the default way of police dealing with them)
It's quite a novel use for the term "welfare visit", not the usual one:
What is a welfare visit?
Welfare visits are visits made to the family home; they can be planned or unannounced. The purpose of the visits is to inspect the wellbeing of the child/ren who resides in the family home. ... The support work er will engage with the children and parents to see where they may need support or guidance.
OR
the employer visiting a sick employee at their home
You could see it as just window dressing / no more than a renaming for a "police raid" or see it as a different/new kind of approach and find a translation that reflects that.
