He did not pick up my call.
He did not pick up the phone. (not "my" phone)
1. I do not see any justification for interpreting "phone" to mean "call" or "phone call." Phone should refer to the actual device (the telephone).
2. The verb is "pick up" (two words), not "pickup."
If someone told me they did not pick up my phone, I would understand this to mean something like:
1. They did not take it off the table, desk, etc. and hold it in their hands.
2. They did not pick it up from the repair shop, store, or other location.
