Am not sure how 'risico jaarafsluiting' hang together.

IMO Dave's answer is on the money for the term, but given the typical (Dutch) telegraphic style of this sort of parenthetical construction, it may well mean that there is a risk that some resources will no longer be available to the project after year-end due to reallocation or termination of the planned allocation -- and thus as a sort of warning that this risk must be taken into account.
