I think I would rephrase this somehow.
´Newly created´indicates that it is a new job with no predecessor, with whatever that entails.
A newly created group-contract consultant appointment
A newly created consultant position on group contract terms
If this is a job vacancy, I might leave it at that.
The explanation about the reason for the new ´normering´ - increasing workloads needing more capacity, or funding etc. would come later in the background information about the department.
