if this is referring to a lease (lejemal is lease), which it sounds like, then it would be "has the lease been renewed at the time of occupation" or similar.
If it is referring to an apartment, then "nyistandsat" can mean renovated or redecorated.

I absolutely agree with you. The most common translation of \"nyistandsat\" is \"redecorated/refurbished\" and I did put this in my explanation as an option depending on the context of the text. I just wanted to highlight the possibility, due to personal experience, that it could also mean a renewal or reinstatement of the lease itself.
