Would it be "by power of attourney"? I'm trying not to repeat what I've just said about the "legislació vigent". Both the legislation and the Alcaldia are basically doing the same thing: conferring powers on him. So how about I just use one verb: "powers conferred on me by the current legislation, and by the "Alcaldia" through resolution....."?
