Source text - English Collective investment funds -- known as mutual funds in the US and unit trusts or investment funds elsewhere -- have become an increasingly popular way for retail investors to invest in the securities markets. Fund industries exist in the US, Europe, Canada, Australia, New Zealand, Japan and other Asian and Latin American countries. The total assets of funds have grown dramatically in the last five years, increasing from $2.35 trillion to $5.34 trillion. During that same period fund assets in 20 countries grew 122%, or at an average annual compound rate of 17.3%.
Increasingly, funds are investing their assets outside the markets in which the funds are registered. Fund shareholders are attracted to the possibility of increased diversification and higher returns from investing some of their assets in foreign securities. Today, a rational and comprehensive investment plan is likely to include some investment in the world‘s emerging markets. Thus, we expect investment funds dedicated to emerging market investments to continue to attract shareholder interest and to continue or increase the level of their emerging investment funds, eliminate or reduce these risks. These “Preferred Practices” cover the following elements: trade matching, the role of the central depository, the settlement process, fail procedures, the information and messaging process, the regulatory framework, and the legal framework.

Translation - English Since the Central Bank of China (CBC) moved to allow up to NT$60 billion in overseas investment at the end of last year, 23 mutual fund companies have applied to the Securities and Futures Commission (SFC) for permission to open overseas investment funds. Sixteen companies rushed to file the application during the two days prior to the deadline of Jan. 15, joining seven other companies who had applied to the SFC within a few days of the Dec. 31 announcement. The 23 companies are vying against each other to issue 24 funds, with total funds approaching the limit of NT$60 billion. The CBC had frozen applications for issuing overseas funds about one and a half years ago in an attempt to curb an outward flux of capital into the international markets. Observing that the money supply has been gradually eased over the past few months, the CBC announced an end to the freeze and decided to allow NT$60 billion in overseas funds a half-month ago.
