Opción Inmobiliaria conversó con el artista plástico Carlos Páez Vilaró, máximo representante de la cultura del Uruguay y “embajador” de Punta Ballena (ubicada a pocos kilómetros de la península de Punta del Este), una maravilla de la naturaleza que sirve de soporte a Casapueblo, original obra arquitectónica del artista, residencia, atelier y taller – museo.
¿Cómo descubrió que Punta Ballena era el lugar donde construiría su residencia y taller?
Siempre digo, que mi emoción al descubrir el lugar debe haber sido similar a la del cosmonauta cuando puso sus pies en la luna. Punta Ballena, en la década del 50, era un sitio desolado, solo habitado por las lagartijas y los teruteros. Al profanar su soledad, no dudé un instante en pensar que allí construiría mi taller definitivo.
Casapueblo es una obra de arte enclavada en el paisaje de la Punta que ha ido creciendo y desarrollándose a través del tiempo. ¿Esto es parte de una concepción inicial o es fruto de impulsos posteriores?
Casapueblo fue naciendo entre mis manos naturalmente, como nace una planta
enraizada entre dos adoquines. Levantarla fue el resultado de un proceso dependiente de mis alcances económicos superados por mis ansias de levantarla. Eso me llevó a construir primeramente una modesta casilla de lata prendida con alfileres del acantilado.
En ella fui almacenando materiales para la que sería luego “La Pionera”, una casilla de madera, basada en tablones y maderos que recogía en las orillas del mar los dias de tormenta, como fruto de los naufragios. Finalmente, encontrando tristeza en la madera, forré sus paredes con alambre de gallinero y la cubrí con cemento hasta lograr que gobernara el paisaje inmaculadamente blanca.

How did you discover that Punta Ballena was the place to build your residence and workshop?
I always say, that my emotion when I discovered the place must have been similar to that of the cosmonaut when he put his feet on the moon. Punta Ballena, in the 1950s, was a desolate site, only inhabited by lizards and the seagulls. Desecrating its solitude, I did not hesitate for a moment to think that there was the place to build my definite workshop.
Casapueblo is a work of art nailed in the landscape of the Punta Ballena that has been growing and developing through time. Was this part of an initial conception or is the result of subsequent impulses?
Casapueblo was getting born in my hands naturally, born as a plant rooted between two paving stones. Building it was the result of a process dependent on my financial dificulties overcome by my longing for building it.
That led me first to build a modest tin shack pinned on a cliff.
In it I started storing materials for what later would be “La Pionera” ("The Pioneer"), a wooden shack, made of planks and woodboards I found on the shores of the sea on stormy days, as a result of wrecks.
Finally, finding sadness in the wood, I lined its walls with wire frame and covered it with concrete until we make it an immaculately white landmark in the landscape.

Blue Bird es un desarrollo de perfil “prime real estate” apropiado a los requerimientos de calidad que su localización, en primera línea de playa Brava, y su entorno exigen. Su diseño, a cargo de uno de los mejores estudios de arquitectura de la región, y su concepción lo destacan.
Su venta ha sido directa por el desarrollista y por inmobiliarias instaladas en Punta del Este. También se han vendido en Europa algunas unidades y hay varios “prospects” en Suecia. La respuesta ha sido muy buena ya que habiendo iniciado la construcción en noviembre pasado, se han vendido más de un tercio de la unidades, con una distribución equilibrada en los pisos.
1- ¿Por qué se eligió Punta del Este para llevar a cabo tal emprendimiento?
SJ: “Hace 7 años, luego de venir a Punta del Este en cortas vacaciones durante tres años, adquirí una residencia y decidí radicarme en Punta del Este, Uruguay, lo que implicó un alto compromiso de participación en negocios y desarrollos.
Quiero vivir y hacer cosas en Uruguay, y en eso estoy. Punta del Este es un lugar ideal para desarrollos inmobiliarios, en un país serio, de escala humana, pero que sirve un mercado enorme de turismo y segunda residencia de alto nivel internacional.”
2- ¿Hace cuánto están trabajando en él y para cuando tienen previsto entregar sus primeras unidades?
SJ: “La obra se inició en noviembre de 2009 y las estimaciones más conservadoras permiten entregar todas las unidades entre julio y octubre del año 2011. Tenemos compromisos con clientes que nos acompañaron antes del inicio de las obras, que implican entrega anterior, pero la comercialización actual se hace con esas fechas de entrega”.
3- ¿Hay lugar en el Uruguay para otros proyectos similares? Dónde y de qué características?
SJ: “Sí, los hay, pero no en la Brava.
Punta del Este y Uruguay tienen lugares fantásticos, pero muchos deberán esperar algún tiempo para llegar a recibir proyectos como los de la Brava o algunas de las grandes torres o complejos de la Mansa.
La Brava en primera línea es un recurso casi acabado, lo que asegura preservación e incremento del valor hacia el futuro de quienes se posicionen allí con una inversión inmobiliaria. La combinación de Punta del Este y primera línea al mar está casi terminada. La posibilidad de nuevos desarrollos irá más bien por una oferta distinta, yo creo que se dinamizarán los complejos sin altura con fuerte componente de naturaleza circundante.”
4- ¿En qué se debe fortalecer nuestro mercado para fomentar y desarrollar el sector inmobiliario?
SJ: “En la comercialización y en la consolidación de tendencias de recepción de visitantes y residentes extra-región. Uruguay es ideal para el perfil europeo… y brasilero.
La élite brasilera no tiene un lugar como Punta del Este en su país”.
5- ¿Cómo inversionista que espera del nuevo gobierno y de las nuevas políticas?
SJ: “Estabilidad económica, garantía de continuidad de normas tributarias como en algunos sectores de Chile. Tratados de Doble Imposición con más países europeos.
Un Estado activo en desarrollo de infraestructura y en preservación del medio ambiente.
También, y muy importante, es que se trabaje fuerte en la educación y en la seguridad. El diferencial de Uruguay, es su gente, que debe mejorar en capacitación y formación pero que se destaca en Latinoamérica. Sin seguridad no hay posibilidad de desarrollo, ni humano ni económico, que están entrelazados”.
6- ¿Podemos decir que actualmente Punta del Este es productiva todo el año y no solo tres meses de verano? ¿Porqué?
SJ: “Si, se puede, pero para eso hay que focalizarse en actividades y públicos objetivos. Lo hizo ya el Conrad con el juego y Brasil. Es notorio que el público argentino es un público de temporada de verano, principalmente, sin ellos Punta del Este no existiría. Pero se necesita diversificar: educación de posgrados de nivel internacional, congresos, turismo rural y deportivo.
La segunda residencia de contratemporada en relación al hemisferio norte, deben ser varias líneas de acción porque el peso del verano solo puede equilibrarse todo el año con varias cosas”.
