I am inclined to use the translation "Bank Severance Pay Funds"

I see nothing wrong with your original suggestion.

Firstly, if the converse can be found:
"and NIS 200 million in the assets of non-bank severance pay funds."

...then I see no reason why its counterpart "bank severance pay funds" can't be used.

In addition, practically identical usage can be found in the condensed financial statements of the Israel Discount Bank:
"Other income in the first nine months of 2009, amounted to NIS 230 million, compared with NIS 24 million in the corresponding period last year. The increase resulting mainly from an increase in profits of the Bank's severance pay funds.".
