Прежде всего, руководства по стилю. Смотря какие, конечно, использовать, но, например, мои два основных заказчика в самом начале работы с ними прислали стандарты, которых требуют придерживаться. Там и en-dash (–), em-dash (—) и Russian quotation marks («»).
