You brought this up already, on the previous page (#4). Please see my posting about it, above yours (the relevant part starts with "As to scrapping the "Request clarification" field"), and also the next posting after yours.
Some people do not see/read the discussion and then give an inappropriate answer.
There is a checkbox for keeping the discussion box open. You only need to check it once, and then all discussion boxes, on any questions will be displayed for you. Maybe it would be a good idea to make that setting the default for everyone, with an optional button the "shrink" it. I guess staff can think about that.
Sometimes you first ask for clarification and little by little you start to dicsuss with the asker about the linguistics or the structure of the text. Should you say then "excuse me but now I will carry on in the "discussion box"?
Yes, that would be very useful, askers could also take that step ("I feel we probably need a longer discussion about this, so I am posting in the discussion area") and this would help keeping things in line with the rules, too. (That is, every field has its own specified purpose.)
In the meantime, other people might already have started to discuss in the "discussion box" (sometimes about the same thing than in the clarification box, so it becomes a real mess).
I believe this has to do with the visibility of the discussion box, see above.
These are new functions, and it takes time for everybody to get used to them. Site staff is monitoring the use, and I am sure they will make adjustments, if necessary.
