I have been using MS Internet Explorer since its inception - up to version IE8. -
On my main notebook - that I feel most comfortable with but that is now over six years old - the updating to IE9 has been declined because of inadequacies of the system. For about four weeks now there has been a considerable slowing down in Google search - and since yesterday I only get the start page, but no going forward to other links is possible any more.

I had already downloaded Chrome and am now trying to use this instead of IE8. - I managed to import the IE Favourites but after such a long continuous usage of IE I feel very uncomfortable with Chrome so far. - One of the problems I am having is the simple task of configuring the start page as I had it on IE, i.e. http://www.spiegel.de/. On IE all one has to do is to click on the start or home page symbol and choose "this site as start page" - and that's it. On Chrome, following the indications of Help, I have to go to Basic Settings [Grundeinstellungen] - but there is such a confounding lot of options and worst of all - I do not find a way to save the settings chosen.
Has anyone an idea how one could possibly unfreeze IE8 - and how to save the changes to Basic Settings - Start Page?

You don't mention what operating system do you use, but what about these:
1) Try to make a new installation of IE 8 (there should be the setup file available somewhere on-line).
2) In regards to alternatives, how about Mozilla Firefox (ideally the good old version like 3.6.24 - http://www.mozilla.org/en-US/firefox/all-older.html )?

I am not using Windows, but on my Mac, Chrome saves the settings as soon as I change them. I really hate this but that’s why they don’t provide you with a Save button.
If your version of Chrome is comparable to mine (mine is a bit old so things might not be the same), you probably also want to turn on the Home button and tell it to display your Home page when it starts.

With Chrome you can decide what happens when you open the program, to do that go to option and in basic (like you mentioned) you can choose:
On startup (this is what will happen when you start the program)
Open the home page (opens the page you set as your home page)
Reopen the pages that were open last (opens the pages that were open the last time you closed the application)

Home page (here is where you decide what happens if above you chose "Open the home page")
Use the New Tab page (opens a blank tab)
Open this page (opens the page you set in the space, by default its google.com)
The other options on this page don't affect your home page.
Finally there is no save button, just choose the options you want and close the page when finished ▲ Collapse

IE9 works only with Windows 7. If your computer is "more than six years old", it is likely running Win XP.
So it's a compatibility thing, not an inadequacy thing (although the end effect is the same )
Suggestion - try Firefox. Really. I also had qualms, but when I finally got used to it, I never looked back. Highly configurable, fairly easy on the processor, tons of customisation features.

Importing of favourites from IE was a one click affair.
I tried Chrome for a short while, but found it too... primitive, somehow.

My spouse had a similar problem with Google last week on his PC (Google displaying only the first page and then freezing; he also uses IE 8). After a few searches on the Web, I discovered that the add-ons are a possible cause of this problem and that you can solve the problem by eliminating those add-ons. I found out in the meantime too what I am glad to read in two postings - that they simply do not have a save button but accept the changes after one has managed to get out of the settings screen.
I am using indeed on that notie XP SP3.

You are right, PAS, that the reason for not permitting upgrading to IE9 is that there is no Vista or Windows 7 installed - and the inadequacy of the system is based on the fact, that definitely Windows 7 cannot be installed on this device.
I get the same impression too that Chrome is somewhat primitive and optically "frugal". - I know that Firefox is rather the opposite, quite lavishly designed, but for my taste it has an air of infantility about it that i do not like.
Sylvie -, IE has come back to life for the time being. - But I will save the link and may use it if this hitch reappears.
Alex -, I admire your résumé of the start or home page set-up procedure. It shows that you at least have understood it. - But the mere reading of your explanation turns my head dizzy. I never learned tab navigation and have deactivated it on IE.
I had made some clicks more or less on random and now the home page I wanted really opens as intended.
