TECHNINĖ SPECIFIKACIJA
1. Pirkimo objektas
1.1. Perkamos Lietuvos Respublikos pirmininkavimo ES Tarybai susitikimų Lietuvoje dalyvių – Europos Sąjungos šalių nuolatinių atstovų komiteto COREPER I, COREPER II,Mertens,Antici ir ES institucijų atstovų (toliau - keleiviai) – kelionių oro transportu užsakomaisiais skrydžiais organizavimo ir vykdymo paslaugos (toliau - paslaugos).
2. Paslaugų apimtis ir terminai
2.1. Paslaugų teikėjas turi skraidinti oro transporto užsakomaisiais skrydžiais vienu orlaiviu iki 140 dalyviųbei jų bagažą. Maksimalus vienu maršrutu skrendančių keleivių (dalyvių) skaičius – 140. Planuojama, kad vienu skrydžiu vidutiniškai skris apie 100 keleivių.
2.2. Paslaugos turi būti teikiamos 2013 metais šiomis datomis ir maršrutais:
2.2.1. liepos 11 d. ryte skrydis Briuselis (Tarptautinis Zaventemo oro uostas) – Vilnius (Tarptautinis Vilniaus oro uostas);
2.2.2. liepos 14 d. po pietų skrydis Palanga (Tarptautinis Palangos oro uostas) – Briuselis(Tarptautinis Zaventemo oro uostas);
2.2.3. liepos 18 d. ryte skrydis Briuselis (Tarptautinis Zaventemo oro uostas) – Vilnius;
2.2.4. liepos 20 d. vakare skrydis Vilnius (Tarptautinis Vilniaus oro uostas) – Briuselis (Tarptautinis Zaventemo oro uostas).
2.3. Išimtinais atvejais, apie tai išanksto, ne vėliau kaip prieš 15 dienų, įspėjusi paslaugų teikėją, perkančioji organizacija gali keisti užsakomojo skrydžio datą.
2.4.Tikslų skrydžių laiką ir preliminarų dalyvių skaičių perkančioji organizacija nurodys pateikdama paslaugų teikėjui užsakymo formą (toliau – užsakymas) ne vėliau nei likus 15 (penkiolikai) darbo dienų iki pageidaujamo užsakomojo skrydžio dienos.
2.5. Atsiradus ne nuo perkančiosios organizacijos priklausančioms aplinkybėms, skrydžio (skrydžių), numatyto Techninės specifikacijos 2.2 punkte gali būti atsisakoma nedelsiant, vos tik perkančioji organizacija sužino apie tokių aplinkybių atsiradimą.
Translation - English SERVICES OF ORGANIZATION AND PERFORMANCE OF JOURNEYS BY AIR TRANSPORT USING CHARTER FLIGHTS FOR PARTICIPANTS OF MEETINGS IN LITHUANIA DURING THE LITHUANIAN PRESIDENCY OF THE EU COUNCIL
TECHNICAL SPECIFICATION
1. Object of Procurement
1.1. Services of organization and performance of journeys by air transport using charter flights for participants of meetings in Lithuania – representatives of the Committee of Permanent Representatives in the European Union countries COREPER I, COREPER II, Mertens, Antici and EU institutions (hereinafter referred to as Passengers) during the Lithuanian presidency of the EU Council (hereinafter referred to as Services) are procured.
2. Scope and Time Limits of the Services
2.1. The Service Provider shall carry out charter flights for up to 140 participants and their baggage in one aircraft. A maximum number of passengers (participants) flying the same route shall be 140. It is planned that an average of 100 passengers will fly the same route.
2.2. The services shall be provided in 2013 on the following dates and routes:
2.2.1. A flight in the morning of 11 July Brussels (Zavantem International Airport) – Vilnius (Vilnius International Airport);
2.2.2. A flight in the afternoon of 14 July Palanga (Palanga International Airport) – Brussels (Zavantem International Airport);
2.2.3. A flight in the morning of 18 July Brussels (Zavantem International Airport) – Vilnius;
2.2.4. A flight in the evening of 20 July Vilnius (Vilnius International Airport) – Brussels (Zavantem International Airport).
2.3. In exceptional cases the Contracting Authority may change the date of the charter flight by warning the Services Provider about this in advance but no later than 15 days in advance.
2.4. The Contracting Authority shall indicate an accurate time of flights and a preliminary number of passengers by submitting and order form (hereinafter referred to as the Order) to the Service Provider no later than 15 (fifteen) days before the date of the desired charter flight.
2.5. Should circumstances beyond control of the Contracting Authority occur a flight (flights) provided for in Paragraph 2.2 of the Technical Specification may be immediately rejected as soon as the Contracting Authority learns about occurrence of such circumstances.
