Source text - English The name Cambodia is an Anglicized version of the French Cambodge, a bastardized name of the northern Indian tribe from which the Khmer are said to descend. Both citizens and language are alternately referred to as Khmer or Cambodian. Ninety percent of Cambodia’s 14 million people are ethnic Khmer, the remainder a mix of ethnic Vietnamese, Chinese, hill tribes, and a small pocket of Cham Muslims.
The country’s history is a road map of incursions and invasion. Cambodia is a geographic and cultural crossroads of the two powers, India and China, that shaped Southeast Asia and, more than any country in the region, reflects the French term Indochine. Khmer culture, like that of nearby Laos, is defined by Theravada Buddhism, but in other matters, one gets the distinct impression that Cambodia is still searching for its identity.
Translation - Polish Nazwa Kambodża (ang. Cambodia) pochodzi od francuskiego słowa Cambodge - zniekształconej nazwy północnoindyjskiego plemienia, za którego potomków uważają się Khmerowie. Zarówno naród, jak i jego język określa się wymiennie mianem khmerskiego lub kambodżańskiego. Rdzenni Khmerowie stanowią dziewięćdziesiąt procent 14-milionowej ludności Kambodży, zaś pozostali mieszkańcy kraju to rodowici Wietnamczycy, Chińczycy, plemiona górskie oraz garstka muzułmańskich Czamów.
Historia kraju jest zapisem wrogich wtargnięć i inwazji. Pod względem geograficznym i kulturowym na terenie Kambodży krzyżują się strefy wpływów dwóch mocarstw – Indii oraz Chin, które ukształtowały Azję Południowo-Wschodnią, a wśród krajów tego regionu Kambodża w największym stopniu odzwierciedla francuski termin Indochine. Kultura Khmerów, podobnie jak kultura sąsiedniego Laosu, pozostaje pod wpływem buddyzmu Theravada, trudno jednak oprzeć się wrażeniu, że Kambodża wciąż jeszcze poszukuje własnej tożsamości.

Source text - Polish Perspektywa pozyskania i wykorzystania funduszy unijnych stale obecna w mediach i wypowiedziach polityków przynajmniej od czasu wejścia Polski do Unii Europejskiej rozbudziła oczekiwania społeczne co do rozbudowy infrastruktury zarówno na poziomie lokalnym, regionalnym, jak i krajowym. Jak łatwo jednak zaobserwować, suma pieniędzy unijnych przeznaczonych na infrastrukturę w Polsce wystarczy na realizację tylko niewielkiej części planowanych projektów. Należy pamiętać, że poziom zadłużenia wielu samorządów już teraz niebezpiecznie zbliżył się do dopuszczalnej prawem granicy. W takiej sytuacji zarówno rząd, jak i samorządy stoją przed zadaniem znalezienia sposobu na sfinansowanie projektów, których zamiar realizacji został ogłoszony, a które nie zmieściły się na listach projektów unijnych. Zarówno administracja rządowa i samorządowa, jak i opinia publiczna wykazuje coraz większe zainteresowanie rozwiązaniem, w którym finansowanie i realizacja zadań publicznych będzie w części lub w całości spoczywać na podmiotach prywatnych, a zatem szeroko rozumianym partnerstwem publiczno-prywatnym.
Translation - English The prospect of the obtaining and spending of EU finance, present in the media and politicians' statements at least since Poland's EU accession, has stirred up social expectations as regards the development of infrastructure at a local, regional and national level. However, as can be easily observed, the number of EU funds earmarked for developing infrastructure in Poland is only sufficient for the implementation of some of the planned projects. It should be noted that the debt level of many local governments has been dangerously approaching the legally accepted limit. In such a situation local and national government face the challenge of obtaining the means for financing projects, the implementation intent of which has already been announced, but which have not been included in the EU list of projects. Both local and government administration as well as public opinion evince a growing interest in the solution, generally referred to as public private partnership, in which public tasks are financed and implemented - partly or entirely - by private entities.
