At the Ministry of Health and Family Welfare, we believe that women empowerment begins from the womb! Preventing sex selection and stopping sex selective elimination is the first step towards empowerment of women. The Government has enacted the Pre-conception and Pre-natal Diagnostic Techniques (Prohibition of Sex Selection) Act, 1994 for prohibition of sex selection before or after conception and for prevention of misuse of pre-conception and pre-natal diagnostic techniques for sex determination. Alongside this Regulatory provision, we also work on the socio economic aspects of enhancing the society’s understanding of the immense value of the girl child through our flagship initiative of Beti Bachao, Beti Padhao.
If a country aims to build a civilization where women are strong, equal, active and productive members of their society, ensuring quality and equitable health care services to women is critical. Recognizing this, Ministry of Health implements several programmes for health of women following a life-cycle ‘continuum of care’ approach to ensure equal focus on various life stages of women, ranging from a spectrum of programmes for pregnant women, the neonates, infants, young children, adolescents, and family planning programmes for women in the reproductive age group. In addition to providing healthcare services, the public health departments also pave the way for economic empowerment of women by engaging women in positions ranging from village level Accredited Social Health Activists (ASHAs) to health care providers such as Auxillary Nurse Midwives (ANMs), health care administrators and policy makers at State and National levels. Nearly 10,31,805 ASHAs and 2,20,707 ANMS (as of March 2018) are in position and employed as frontline health workers. It is these women who form the backbone of the healthcare infrastructure of the country.
For the pregnancy, every woman is entitled to quality antenatal, intra-natal and postnatal care services. Carrying forward this vision of our Hon’ble Prime Minister, the Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) has been launched to provide quality ante-natal care (ANC) to pregnant women on the 9th of every month (symbolizing nine months of pregnancy). While antenatal care is routinely provided to pregnant women at public health facilities throughout the month, special ANC services are provided by Obstetrician Gynecologist (OBGY) specialists/radiologist/ physicians at government health facilities under PMSMA. I am proud to say that till April 2018, more than 1.42 crore ANCs have been conducted and more than 7 lakh high risk pregnancies have been identified under PMSMA. In addition, antenatal care services are also provided at the village level through Village Health & Nutrition Days (VHNDs) and at health facilities routinely to ensure at least four ANCs to women. These checkups are essential as iron folic acid, calcium etc., are provided to pregnant women at the checkups and investigations are conducted to identify any complications of pregnancy and to ensure safe delivery. Mother and Child Protection (MCP) Cards & safe motherhood booklets are provided to pregnant women to inform them about the essential care during pregnancy. Not only this, to harness IT in reaching the most vulnerable and most inaccessible, the Ministry runs a Mother and Child Tracking System (MCTS) / Reproductive Child Health (RCH) portal and Kilkari mobile services which tracks and facilitates timely delivery of antenatal, postnatal care services to women and immunization services to children by the front line workers through proper line listing and also targeted age-specific messages and calls.

మహిళా సాధికారత అన్నది గర్భంలో ఉన్నప్పుడే మొదవులతుందని కేంద్ర ఆరోగ్య, కుటుంబ సంక్షేమ మంత్రిత్వశాఖ బలంగా విశ్వసిస్తుంది. లింగ నిర్ధారణను నివారించడం, కడుపున పడినది ఆడపిల్ల అని తెలియగానే గర్భస్రావం చేయించడాన్ని నిరోధించడం ద్వారా మనం మహిళా సాధికారత వైపు తొలి అడుగు వేసిన వారం అవుతాం. లింగ నిర్ధారణ వైద్య పరీక్షలు దుర్వినియోగం కాకుండా లింగ నిర్ధారణ నిషేధ చట్టం, 1994ను కేంద్ర ప్రభుత్వం తీసుకొని వచ్చింది. ఈ క్రమబద్దీకరణ చట్టంతో పాటు బాలికా శిశువు విలువను మన సమాజం అవగాహనను పెంచడానికి ‘బేటి బాచావో, బేటి పడావో’ అనే మన నినాదం ద్వారా సాంఘిక, ఆర్థిక అంశాల్లో పని చేయాల్సి ఉంటుంది. ఎక్కడైతే మహిళలు శక్తివంతంగా, సమానత్వంతో, ఆయా సమాజాల్లో క్రియాశీలక సభ్యులుగా ఉంటారో అలాంటి దేశాన్ని నిర్మించాలనే లక్ష్యం ఉన్నప్పుడు, మహిళకి సంబంధించిన ఆరోగ్య పరిరక్షణా సేవల్లో నాణ్యత, సమానత్వం తప్పనిసరిగా ఉండాలి. దీన్ని గుర్తించిన కేంద్ర కుటుంబ, మహిళా సంక్షేమ మంత్రిత్వశాఖ మహిళలకు సంబంధించిన అన్ని దశల్లో నిరంతర శ్రద్ధతో కూడుకున్న పర్యవేక్షణతో కూడుకున్న కార్యక్రమాలను వారు గర్భిణీలుగా ఉన్నప్పుడు, పిండస్థ దశ, పిండ శిశువు, శిశువు, చిన్నారులు, యుక్త వయస్కుల్లోనూ, సంతానోత్పత్తి వయస్సుకి చేరుకున్న వారిలో కుటుంబ నియంత్రణ వంటి చర్యకు పెద్ద పీట వేస్తోంది. దీనికి తోడు, మహిళకు ఆరోగ్య సేవలను అందించడంతో పాటు, వారికి ఆర్థిక ప్రతిపత్తి కల్పించడానికి గ్రామస్థాయిల్లో సామాజిక ఆరోగ్య కార్యకర్త నుంచి ఆక్సిలరీ నర్సు మిడ్‌ వైఫ్స్‌ (ఎఎన్‌ఎమ్‌), ఆరోగ్య సంరక్షణా నిర్వాహకులుగా, రాష్ట్ర, జాతీయ స్థాయిలో విధాన రూపకర్తలుగా కేంద్ర మంత్రిత్వశాఖ అవకాశాలను కల్పించింది. మార్చి, 2018 నాటికి దాదాపు 10,31,805 మంది ఆషా కార్యకర్తలను, 2,20,707 మంది ఎన్‌ఎన్‌ఎమ్‌లను ముందు వరసలో పని చేసే ఆరోగ్య కార్యకర్తలుగా నియమించారు. దేశంలోని ఆరోగ్య సంరక్షణ మౌలిక సదుపాయా నిర్మాణానికి ఈ మహిళలు వెన్నుముకగా నిలుస్తున్నారు. గర్భిణీగా ఉన్నప్పుడు ప్రతి మహిళకూ గర్భ దారణకి ముందు, గర్భస్థ సమయంలో, ప్రసవం తరువాత నాణ్యమైన ఆరోగ్య సేవలు పొందడం హక్కుగా కలిగి ఉన్నారు. ఈ లక్ష్యాన్ని ముందుకు తీసుకెళ్లడానికి మన గౌరవనీయ ప్రధానమంత్రి ‘ప్రధాన మంత్రి సురక్షిత్‌ మాతృత్వ అభియాన్‌ (పిఎమ్‌ఎస్‌ఎమ్‌ఎ)ను గర్భిణీ సంరక్షణ కోసం ప్రతి నెలా 9వ తేదీని (తొమ్మిది నెల గర్భానికి ప్రతీకగా) ప్రత్యేకంగా కేటాయించడం జరిగింది. గర్భస్థ శిశు సంరక్షణ కోసం నెలలో అన్ని రోజుల్లోనూ ఒక రొటీన్‌ జాగ్రత్తలు తీసుకుంటున్నప్పటికీ ఈ పిఎమ్‌ఎస్‌ఎమ్‌ఎ కింద నెలలో తొమ్మిదవ తారీఖును గైనకాజిస్ట్‌, ప్రత్యేకమైన రేడియాజిస్ట్‌లు అన్ని ప్రభుత్వ ఆరోగ్య కేంద్రాల్లో సేవలు అందిస్తారు. పిఎమ్‌ఎస్‌ఎమ్‌ఎ కింద ఏప్రిల్‌, 2018 నాటి వరకు దేశంలో 1.42 కోట్ల గర్భస్థ శిశు సంరక్షణా ఆరోగ్య చర్యలను చేపట్టి, అందులో 7 లక్ష వరకు అత్యంత ప్రమాదకార స్థితిలో ఉన్న గర్భస్థ శిశువులను గుర్తించి తగిన జాగ్రత్తలు తీసుకోవడం జరిగింది. దీని తోడు, గ్రామీణ ఆరోగ్య, పౌష్టికాహార రోజుల్లో కూడా గర్భస్థ శిశు సంరక్షణకు ఆరోగ్య సేవలను పొడగించడం జరిగింది. ఈ పర్యవేక్షణలో గర్భిణీకు ఐరన్‌ ఫోలిక్‌ టాబ్లెట్లు, కాల్షియం తదితర మందు ఇవ్వడం, వాడడం గురించి తీసుకోవడంతో పాటు తగిన పరీక్షలు జరిపి ఆయా గర్భిణీలకు ఏమైనా ప్రసవ సమస్యలు ఉన్నాయో గుర్తించి తగిన చర్యలు తీసుకోవడం జరుగుతోంది. గర్భిణీకు ‘మదర్‌ అండ్‌ చైల్డ్ ప్రొటెక్షన్‌ (ఎమ్‌సిపి) కార్డును జారీ చేయడం, సురక్షిత మాతృత్వంపై కరపత్రాలను అందిస్తూ గర్భధారణ సమయంలో తీసుకోవాల్సిన జాగ్రత్తలపై అవగాహన పెంచడం జరుగుతోంది. ఇదే కాకుండా, దేశంలో మారుమూల ప్రాంతాలకు చేరుకోవడానికి వీలుగా ఐటీ సేవను కూడా తీసుకుంటూ కేంద్ర కుటుంబ, స్త్రీ సంక్షేమ మంత్రిత్వశాఖ ‘మదర్‌ చైల్డ్ ట్రాకింగ్‌ సిస్టమ్‌’ (ఎమ్‌సిటిఎస్‌), రిప్రొడక్టీవ్‌ చైల్డ్ హెల్త్‌ (ఆర్‌సిహెచ్‌) అనే పోర్టల్‌ను, కిల్‌కారి మొబైల్ సేవను అందిస్తూ ప్రసవానికి ముందు, ప్రసవం తరువాత మహిళలు తీసుకోవాల్సిన ఆరోగ్య జాగ్రత్తలపై పర్యవేక్షణ చేస్తూ, పుట్టిన శిశువుకు ఇమ్యునైజేషన్ సేవలు అందిస్తూ, వయస్సు వారీగా మహిళకు సంబంధిత సందేశాలను, ఫోన్‌ కాల్స్‌ చేయడం జరుగుతోంది.
