The EU social rules for goods and passenger road transport operators aim at: (1) improving working conditions of drivers, (2) enhancing road safety by averting driver's fatigue and (3) ensuring undistorted competition among companies.
These rules apply to all professional drivers (employed and self-employed) driving goods vehicles above 3.5 tons and buses and vans for more than 9 persons. Vehicles in scope of these rules must have a tachograph (recording equipment) installed and drivers covered by these rules are obliged to use driver's card and a tachograph to record all their activities (driving, other work, periods of availability) and inactivity periods (breaks and daily and weekly rest periods).
The two main legislative acts and their essential requirements are as follows:
Regulation (EC) 561/2006 – establishes minimum requirements on daily and weekly driving times (maximum 90 hours per 2 weeks, maximum 56 hours/week; 9 hours/day, extended to 10 hours twice a week), breaks (45 minutes after 4,5 hours driving) and daily and weekly rest periods (regular daily rest of at least 11 hours, regular weekly rest of at least 45 hours);
Directive 2002/15/EC – on the organisation of the working time for drivers (average weekly working time 48 hours over 4 months, maximum weekly working time 60 hours; maximum daily working time 10 hours for night workers; break of at least 30 minutes per 6 hours of work).

UNHCR aid to countries receiving people fleeing clashes in northern Mali
UNHCR is stepping up its response to the Mali crisis with aid shipments by air and road to neighboring countries for thousands of people fleeing clashes between Tuareg rebels and the Malian army. The first of four scheduled cargo flights landed in Nema, Mauritania today at 07:18 am local time with 300 tents.
UNHCR has initially purchased 1,200 tents for Mauritania, another 2,000 for Niger and 500 for Burkina Faso. These will be flown from our stockpiles in Cameroon and Ghana to address the critical shelter needs in influx areas. Trucks will also be transporting basic relief items such as sleeping mats, blankets, jerrycans, mosquito nets, kitchen sets. Two tracks carrying 40 tons of aid are currently on the way from Accra to Niger where they are due to arrive by the middle of next week.
Meanwhile, at Mauritania's Fassala border crossing with Mali, the Mauritanian authorities and UNHCR are working around the clock to provide the refugees with food, clean water and shelter. UNHCR has already sent several convoys of food and aid items, with distribution of a 15-day food ration being carried out by the local authorities.
SUPPLY:
The UN may conduct on-site evaluations and inspections of its supplier's facilities and those of their subcontractors to review their progress towards these principles. It is the expectation of the UN that suppliers, at a minimum, have established clear goals toward meeting the standards set forth in this Code of Conduct. The UN may monitor that milestones have been set and management systems have been put in place to ensure that the principles set out in this Code of Conduct have been met and failure to do so may impact the future ability of a supplier to do business with the UN.
Notwithstanding the aspirational character of the principles contained in this Code of Conduct. UN Suppliers must understand that if they are awarded a contract with the United Nations, the United Nations General Conditions of Contract are an essential part of UN contracts and. therefore, legally enforceable against UN contractors.
The provisions of this Code of Conduct set forth the expectations of all suppliers with whom the UN does business. The UN expects that these principles apply to suppliers, parent entities and subsidiary or affiliate entities, as well as all others with whom they do business including employees, subcontractors and other third-parties. Definitions
Development is the application of research findings or other knowledge to a plan or design for the production of new or substantially improved materials, devices, products, processes, systems or services, before the start of commercial production or use.
Impairment is a loss in the future economic benefit or service potential of an asset, over and above the systematic recognition of loss of the assets future economic benefits or service potential through depreciation (amortization).
Intangible asset is an identifiable non-monetary asset without physical substance.
Research is the original and planned investigation undertaken with the prospect of gaining new scientific or technical knowledge and understanding.
Useful life is either a) the period of time over which an asset is expected to be used by an entity, or b) the number of production or similar units expected to be obtained from the asset by an entity.
PROTECTION:
Migration
UNHCR is engaged in the asylum-migration discourse due to its impact on the organizations mandate to protect refugees, stateless persons and other persons of concern.
UNHCR’s interest in this area is threefold:
• firstly, to address the protection challenges arising out of the intersection between refugee protection and international migration;
• secondly, to ensure that migration policies and practices do not jeopardize access to asylum;
• and thirdly, to ensure that efforts to find protection and solutions for refugees are built on a thorough understanding of the dynamics of international migration and the migration policies of States, regional bodies and international organizations.
LEGAL:
Art. 1: In the event that the Contractor becomes unable or unwilling to continuo performing part or all of the Services for UNHCR, the Contractor shall provide at least 120 days advance written notice to UNHCR in order to allow UNHCR to make alternative arrangements and the provisions of Article xx of UNHCR's General Conditions of Contract for the Provision of Services shall apply mutatis mutandis.
Art. 2: In addition to its obligations under Article xx ('Observance of the Law') of the UNHCR General Conditions of Contract (Annex A hereto), the Contractor shall be aware of and shall comply with all applicable international standards and local labor laws, ordinances, rules. and regulations pertaining to the employment of local and international staff in connection with the performance of its obligations in [country where Services will be performed], including, without limitation, regulations associated with the payment of the employer's portions of income tax, insurance, social security or other similar payments. The Contractor shall be responsible for obtaining, at its own cost, all licenses. permits and authorizations from governmental or other authorities necessary for the performance of the Contractor's obligations under this Contract, including, without limitation all entry/exit visas and work permits for its personnel and customs clearance for equipment and materials provided by the Contractor. UNHCR shall cooperate with the Contractor as necessary and appropriate, by liaising with the relevant authorities."
Art. 3: UNHCR shall make reasonable efforts to provide security to the Contractor's personnel performing Services in the mission area and take reasonable security measures to secure and protect the Contractor’s equipment, but shall not be liable for any loss resulting from damage to or sabotage or theft of the Contractor's equipment The level of security to be provided to the Contractor shall be consistent with the assessment of local conditions by UNHCR.

Migración
El ACNUR participa en el debate sobre asilo y migración, dado que ambos afectan al mandato de la organización de protección a los refugiados, los apátridas y otras personas de su competencia.
El interés del ACNUR en este ámbito tiene tres vertientes:
• en primer lugar, abordar los retos de protección derivados de la intersección entre la protección de los refugiados y las migraciones internacionales;
