On comprend que le modèle allemand fasse rêver Nicolas Sarkozy. Mardi 9 décembre, lors du premier jour du 25e congrès de la CDU, Angela Merkel sera à nouveau élue à la présidence du parti. Elle est en effet, comme lors des sept élections précédentes, la seule candidate. Toute la question est de savoir avec quel score. Avec moins de 90%, ce serait décevant. Il faudrait remonter au congrès de Dusseldorf , en 2004, pour trouver un « si mauvais » résultat. Elle n'avait alors obtenu « que » 88,4% des voix. Son problème est que lors du dernier congrès, en 2012, la chancelière avait crevé le plafond et battu son propre record avec 97,94% des suffrages, soit 7% de plus qu'en 2010. La barre est donc haute.
Surtout que le congrès ne sera pas forcément facile. Certes, nul ne conteste son leadership et toute la CDU – et pas seulement la CDU – attend patiemment de savoir si elle sera ou non à nouveau candidate à la chancellerie en 2017. Néanmoins, quelques voix légèrement dissonantes devraient se faire entendre. Ainsi, pour la première fois depuis très longtemps, il y a huit candidats au présidium du parti alors qu'il n'y a que sept places. La Junge Union (les jeunes de la CDU) a décidé de jouer les trouble-fêtes en présentant un candidat : Jens Spahn, un député de 34 ans, expert des questions de santé qui n'a jamais caché son homosexualité. Son succès ou son échec sera un bon baromètre du conservatisme ambiant au sein de la CDU. En acceptant de débattre avec lui dans les colonnes du Spiegel cette semaine, Wolfgang Schäuble, le ministre des finances lui a clairement donné un coup de pouce en crédibilisant sa candidature.
Personnes âgées favorisées
Si les jeunes militants ont décidé de présenter un candidat, c'est sans doute parce qu'ils estiment que, jusqu'à présent, la grande coalition CDU-SPD a surtout favorisé les personnes âgées. Le gouvernement a en effet augmenté les retraites des mères ayant élevé un enfant avant 1992 (une mesure poussée par la CDU) et en permettant aux salariés de cesser leur activité à 63 ans s'ils avaient cotisé 45 ans (une mesure voulue par le SPD). Les jeunes auraient préféré que le gouvernement prépare l'avenir en investissant davantage dans l'éducation et les nouvelles technologies.
Signe qu'Angela Merkel ne prend pas cette critique à la légère : le principal thème du congrès sera l'économie et l'avenir de l'Allemagne. En septembre, la direction du parti avait le choix entre centrer ce congrès sur l'économie ou la politique extérieure. Elle a préféré le premier. Plus proche des électeurs... et peut-être malgré tout moins conflictuel que la politique à mener vis-à-vis de Vladimir Poutine.

It's no wonder that Nicolas Sarkozy dreams about the German model. On Tuesday the 9th of December, during the first day of the 25th congress of the CDU, Angela Merkel will be elected once again as president of the party. She is effectively, as with the previous seven elections, the only candidate. The only question is by what margin. Less than 90% would be disappointing. She had to recover from the congress at Dusseldorf , in 2004, to even get a "bad" result. On that occasion she did not get "even" 88.4% of the vote Her problem is that during the last congress, in 2012, the Chancellor outdid herself and beat her own record with 97.94% of votes, up 7% from 2010 So the bar is high.
Especially since the congress will not be too easy. Certainly, no one contests her leadership and all of the CDU – and not only the CDU – wait patiently to know if she will announce her candidacy once again for the Chancellery in 2017. Nonetheless, some legitimate voices of dissent are making themselves heard. For the first time in a long time, there are eight candidates for the presidency of the party, even though there are only seven places. The Junge Union (the CDU's youth wing) threw a spanner in the works by presenting a candidate : Jens Spahn, a 34 year old deputy, and a health expert who has never hid his homosexuality. His success or failure will serve as a good barometer of the conservative mood in the CDU. Accepting a debate with him in the columns of The Spiegel this week, Wolfgang Schäuble, the minister for finance, clearly gave a boost to the credibility of his candidacy.
Older persons favoured
If the militant youths decided to presnt a candidate, it is undoubtedly because they think that, up to now, the grand CDU-SPD coalition have tended to favour older people. The government has effectively increased the pesions of mothers with one child beorn before 1992 (a measure pushed by the CDU) and allowing workers to retire at 63 if they have contributed for 45 years (a measure desired by the SPD). The youths would have preferred the government to prepare for the future by investing more in educations and new technologies.
As a sign that Angela Merkel does not take criticism lightly, the main theme of the congress will be the economy and the future of Germany. In September, the direction of the party will be a choice between focusing on the economy or international affairs. She prefers the former. Nearer to the voters...and maybe, desite everthing, less prone to conflict than the politics of leadership of Vladamir Putin.
