Source text - English 4. The technologic education and adoption
The vast majority of technologic innovation is done by five countries: the United States of America, Japan, Germany, France and the United Kingdom. The technologies developed in those countries are later adopted by other economies. This technologic adoption process is extremely important for countries like Portugal.
There is some empirical evidence suggesting that education is essential for the technologic adoption process. This evidence comes from two sources. The first one are studies about the effects of direct foreign investment in various countries. Direct foreign investment seems to be more effective and have bigger consequences on the growth in countries with a high level of education. Countries with a low level of education seem to have big difficulties absorbing new technologies and attracting direct foreign investment.

A grande maioria da inovação tecnológica é feita por cinco países: os Estados Unidos, o Japão, a Alemanha, a França e a Inglaterra. As tecnologias desenvolvidas nestes países são depois adoptadas por outras economias. Este processo de adopção tecnológica é extremamente importante para países como Portugal.
Há evidências empíricas que sugerem que a educação é essencial para o processo de adopção tecnológica. Essas evidências vêm de duas fontes. A primeira é de estudos sobre os efeitos do investimento directo estrangeiro em vários países. O investimento estrangeiro direto parece ser mais eficaz e ter maiores consequências sobre o crescimento em países com um nível de educação elevado. Países com um nível de educação baixo parecem ter grandes dificuldades em absorver novas tecnologias e atrair investimento estrangeiro direto.

Bin ich etwa zu schnell? Seit fünf Jahren mache ich den Job eines deutschen Schriftstellers, und trotzdem fragen mich die Leser in der Provinz jedes Mal, warum ich nicht auf Russisch schreibe. Weil hier niemand Russisch versteht, erkläre ich. Damit sie mich im Original lesen können, damit wir miteinander sprechen können. Ich bin ein deutscher Autor, ich habe keine einzige Zeile in einer anderen Sprache verfasst. Hier sind meine Bücher und hier mein Pass. Das Publikum lächelt und weigert sich beharrlich, mich als deutschen Autor zu akzeptieren. Mal stellt es mir unauffällig eine Flasche Wodka aufs Lesepult, mal einen Samowar. Oder es will mir seine Lieblingsmatroschkas schenken.
Dieser Affenzirkus nimmt kein Ende. In Weimar wurde ich am Bahnhof von einem russischen Rentnerchor empfangen und in dem schicken Fünf-Sterne-Hotel Russischer Hof einquartiert. Nicht irgendwo im Keller, sondern in dem berühmten Zarenzimmer im vierten Stock.
»Viele herausragende Persönlichkeiten, die unsere Stadt besucht haben, haben hier übernachtet«, erzählte mir die Hotelchefin. »Johann Sebastian Bach, Wolfgang Amadeus Mozart, Horst Köhler mit Gattin …«

Sou eu que sou rápido demais? Desde à cinco anos que trabalho como escritor alemão, e apensar disso perguntam-me os leitores na província o porque de eu não escrever em russo. Porque aqui ninguém percebe russo, expliquei eu. Para que possam ler o meu trabalho original, para que possamos falar um com o outro. Eu sou um autor alemão, eu não dirigi uma única linha noutra língua. Aqui estão os meus livros e aqui está o meu passaporte. O público ri-se e insiste em recusar aceitar-me como escritor alemão. Umas vezes deixa-me, de maneira imperceptível, uma garrafa de vodka no atril, outras vezes um samovar. Ou então quer-me dar as suas matroschkas favoritas.
Este circo de macacos não tem fim. Em Weimar eu recebia na estação em frente de um coro de russos reformados e meter-me no hotel chique de cinco estrelas Russischer Hof. E não era algures na cave, mas sim no famoso quarto dos Tsares no quarto andar.
“Muitas celebridades de renome que visitaram a nossa cidade pernoitaram aqui”, contou-me a chefe do hotel. “Johann Sebastian Bach, Wolfgang Amadeus Mozart, Horts Köhler e esposa…”
