إعتمد هذا التمرين على منهجية تشاركية في التحليل حيث تم الاستعانة بفريق من الخبراء المحليين من مؤسسات محلية تمثل كافة القطاعات المعنية، حيث قام الفريق بوضع مخطط واضح لمسار الانتاج في قطاع البندورة في محافظة المفرق وكافة اللاعبين المتدخلين في الاعمال التجارية المباشرة او في دعم وتطوير هذا القطاع. من ثم قام الفريق بعمل ميداني مكثف لجمع المعطيات الاساسية التي من شأنها ان تعطي صورة واقعية للقطاع بمشاكلة وفرص نموه.
وفي مرحلة متقدمة، قام الفريق بتحليل هذه المعلومات وتصنيفها بشكل ممنهج ليسهل على الجميع فهم العمليات المباشرة والعوامل المساعدة للقطاع بكافة مشاكلها ونقاط قوتها، هذا ما سمح للفريق لاقحاً من اقتراح تدخلات مباشرة وسريعة تستفيد من نقاط القوة وتعمل على اصلاح المشاكل التي تم التعرف اليها .
في هذا التقرير سنقوم بالاضاءه على مضمون التحليل من خلال 3 عناصر اساسية:
1- التعرف على مراحل الانتاج لقطاع البندورة في المفرق ومشاكلها بالاضافة الى ميزات هذا القطاع
2- التعرف على اهم التحديات التي تواجه القطاع خاصة في ما يتعلق بالعوامل المساندة والقوانين والاجراءات
3- خطة التدخل كما جرى اقتراحها وعرضها على اصحاب المصالح
Translation - English 1. Method of Analysis
This assignment relies on a participatory method of analysis. A team of local experts from local companies representing various concerned sectors has been employed. The team has put into place a clear plan for the production path of the tomato sector in the Mafraq Governorate and the various players that take part in the direct trading activities or in the support or development of this sector. Then, the team performed an extensive field work to collect all the major factors that give a realistic picture of the sector, its problems and growth opportunities.
In an advanced stage, the team analyzed this information and organized it in a systematic manner to facilitate the process of understanding the direct operations and the supporting factors of the sector as well as all of its problems and points of strength. This allowed the team at a later stage to suggest direct and quick interventions that capitalize on the strengths points, and work on solving the problems that were identified.
In this report, we will present the analysis through 3 dimensions:
1) Recognize the production stages of the tomatoes sector in Mafraq Governorate, the problems and the characteristics of the sector
2) Recognize the major challenges the sector faces especially those related to supporting factors, laws and procedures
3) Intervention plan as it was suggested and presented to business owners
