La reprise annoncée par les enquêtes de conjoncture est bien au rendez-vous en 2004, y compris dans la zone euro. Si les inflexions de l’activité se sont parfois révélées plus brusques que prévu, les tendances générales de l’économie mondiale sont bien celles qui avaient été anticipées lors du printemps dernier, à l’exception de la hausse inattendue du prix du pétrole : reprise progressive en Europe et début de ralentissement aux États-Unis et en Asie. En France, la vigueur particulière de la consommation des ménages a cependant conduit à une croissance nettement plus forte que prévu au premier semestre. Pour la seconde moitié de l’année 2004, les enquêtes restent bien orientées, et la croissance devrait continuer à se renforcer en Europe. La croissance s’élèverait à 2,5% en France en moyenne annuelle et à 1,9% pour la zone euro prise dans son ensemble.
En 2005, sous l’hypothèse d’un repli progressif du prix du pétrole, d’une stabilisation des taux de change, et d’une remontée modérée des taux d’intérêt dans le monde, la prévision du PLF table sur une poursuite de la reprise en Europe, alors que les pays entrés plus tôt dans la phase de reprise, et par suite le commerce mondial, ralentiraient. La croissance se maintiendrait ainsi en France à 2,5% et à 2,2% dans la zone euro.
Translation - English 2004-2005 Economic Outlook
Overview
The upturn predicted by business and consumer surveys took place in 2004, including in the Euro Zone. Though the fluctuations in activity proved sharper than expected, aside from the unexpected increase in oil prices, general economic trends in the world are in line with predictions made last spring; a progressive resurgence in Europe and the initial stages of an economic slowdown in the United States and in Asia. In France, consumer spending has been particularly strong. This has therefore led to economic growth in the first half being distinctly higher than expected. The surveys remained favorable for the second half of 2004, and growth in Europe is expected to continue strengthening. This growth should increase to a yearly average of 2.5% in France, and to 1.9% for the Euro Zone as a whole.
In 2005, assuming a progressive decrease in oil prices, stabilization of exchange rates, and a moderate increase in interest rates across the world, the FLS predictions depend on continued growth in Europe, although the countries which first entered the growth phase, and therefore world trade as a whole, should begin to cool down. Growth rates are expected to stabilize at 2.5% in France and at 2.2% in the Euro Zone.
