General Guidelines
I. Purpose of a Parish Strategic Action Plan:
a. This guide is designed to help the pastor and a committee of parish staff and lay leaders, with the assistance of diocesan personnel, to develop and implement a strategic plan of action designed to effectively address the challenges faced by the parish. The challenges in question are those identified by the Planning Commission and Diocesan Bishop through the strategic planning process Christ Jesus our Hope.
b. The goal of a strategic plan is to enable your parish to be more viable, sustainable and self-sufficient, providing a necessary foundation to support vibrant and effective pastoral ministry.
II. Drafting Committee:
a. Each pastor will be asked to assemble a committee consisting of Parish Pastoral Council members, Parish Finance Council members, the Parish Trustees, the Parish Accountant, staff members and other lay leaders of his choice, to assist in drafting the parish’s strategic action plan.
b. Each parish committee will have available the resources of various diocesan offices as well as a facilitator appointed by the Diocesan Bishop. The facilitator’s main task will be to assist the committee in following a systematic process by which a strategic action plan can be created for submission to the Bishop. The name of the facilitator will be sent by the Office of Pastoral Planning.
c. All those who served on the parish committee are to be listed in the first section of the strategic plan before its submission.
III. Process:
a. The Excel Reporting Tool, which accompanies this document, states the exact goals that the Bishop is asking the parish to address. The committee must identify concrete action steps that will effectively address each goal and assemble a plan to be realized over a specified period of time.
b. The deadline for submitting a parish’s strategic plan is . Once completed, the plan should be sent by the pastor via email to the Office of the Vicar General, for review by the Diocesan Planning Commission.
c. After reviewing the plan, the Commission will submit it to the Diocesan Bishop for his review and approval. The Bishop will correspond directly with the pastor regarding his decision.
IV. Implementation of the Strategic Action Plan:
a. Each parish that submits a plan that is approved by the Bishop must periodically assess the progress it makes towards realizing its action steps. It is highly recommended that the committee that created the parish’s strategic action plan also monitor this progress.
b. A sub-committee of the Diocesan Planning Commission will also monitor the progress made by each parish that submits a strategic plan of action. This subcommittee will issue a semi-annual report for each parish, to be shared with the parish’s leadership, the Diocesan Planning Commission and the Diocesan Bishop.
c. In the event that a parish is unable to complete the action steps in a stated timeframe, the Planning Commission, at the request of the Bishop, will re-introduce the parish into the ongoing diocesan-wide process Christ Jesus Our Hope for further study and possible additional actions.
Specific Instructions for Completing the Strategic Action Plan
I. General Instructions:
a. Please complete all information as completely as possible.
b. An electronic version of the complete Recording Tool can be found in the folder Christ Jesus Our Hope on DioNet. The pastor is asked to email an electronic copy of the completed parish strategic action plan to the Vicar General Office or directly to [email protected].
II. Facilitated Leadership Meeting
a. The Diocesan appointed facilitator, working with the pastor, will facilitate a number of sessions with the parish leadership group to create the Strategic Action Plan.
b. The meeting consists of evaluating the current and project situation in the parish and brainstorming all potential actions that could be taken to address the stated challenges.
c. The facilitator (with the assistance of the parish accountant) creates a 3 year projected budget based in part on a reasonable rate of increase for both revenue and expenses. This reasonable rate will be determined by the historical standard experienced by the parish over the prior 3 years. The financial challenge becomes addressing any issues that such a projection demonstrates.
d. When addressing the need to maintain a balanced budget, the committee will be asked to identify any means through which the parish could increase revenue and/or decrease expenses. The first and second goals in the Excel spreadsheet are for use with these financial goals. The committee is asked to brainstorm any ideas that could increase revenue or decrease expenses. The effect or yield of each action is calculated on a 12/24/36 month basis.
e. Once the effects of each action have been calculated, the committee should select a series of action steps that, when affected, will satisfy any deficits or debts contained in the projected budget.

f. Once complete, the brainstorming results serve as a pool of options that can be used as part of a specific plan for each challenge-based goal.
g. The facilitator then takes the committee through an exercise to articulate specific action steps that will move towards the accomplishment of the goal. Each action step includes a deadline for completion and articulates how the action step will serve the goal.
h. Once a series of action steps are created, the facilitator assists the committee in fleshing out the specific tasks that will need to be undertaken to accomplish each action step. This exercise will flesh out the owners, time commitment, deadline and anticipated result of each task.
III. Recording Tool – Excel Workbook
a. Format: A parish strategic action plan consists of four parts:
i. Part One: Strategic Plan Cover Sheet
ii. Part Two: Projected Budget
iii. Part Two: Goal Overview Sheet
iv. Part Three: Goal Worksheets
b. The results of the facilitated leadership meeting are recorded in the provided Excel workbook. The workbook contains pre-produced formats on individual sheets. Each sheet must be completed before submitting the plan.
c. The worksheet is made up of three components:
i. Part One: Strategic Plan Cover Sheet:
1. Please list all those who are members of the committee and their leadership position in the parish.
2. Indicate in the appropriate space the month and year by which the committee expects the entire action plan will be completed.
ii. Part Two: Projected Budget
1. The initial point of reference for the budget projection is the parish budgets for the past three years.
2. Determine the historical experience of your parish budgets based on an analysis of the percent changes in both revenue and expenses for the past three years. Use the average of those percent increases or decreases as the variable to determine future performance.
3. Determine the projected budgets for the next 3 years based on this analysis.
4. These are the numbers that are used when determining which action steps to follow
5. The projected budget is a reflection of what will occur in the parish if the strategic plan were NOT in place.
iii. Part Three: Goal Overview Sheet:
1. The goals, which are derived from the Bishop’s letter, are stated on the Goal Overview Sheet. Please insert the goals as found in the Bishop’s letter.
2. The goal areas are standard for each plan.
• Goal 1 is increased revenue.
• Goal 2 is decreased spending.
• Goal 3 deals with real estate issues.
• Goal 4 focuses on deferred maintenance.
• Goal 5 is debt reduction and repayment
• Not all parishes will be asked to complete goals for each area. The Bishop’s letter will name all goals.
3. The committee must draft a series of action steps designed to effectively answer each goal.
4. The assumption is that the full plan will be accomplished in 3 years. Please indicate in which year(s) the given action step will be accomplished.
5. The anticipated results for any finance-based action steps should satisfy any anticipated deficits for the year.
iv. Part Three: Goal Worksheets
1. The individual tasks for each action step are recorded on individual goal worksheets.
2. The workbook includes 5 additional goal worksheets.
3. The facilitator assists the committee in completing the goal worksheets and each component of the task grid.
4. The task grid includes certain variables designed to concretize the work to be done.
IV. Approval of Plan, Implementation and Evaluation
a. Once complete and submitted, the plan will be reviewed by the Diocesan Planning Commission. The Commission will recommend the approval of the plan to the Bishop or recommend additional revisions.
b. Once approved, the pastor and parish leaders are encouraged to pursue the accomplishment of the plan in earnest.
c. The Excel recording tool is meant to guide the implementation of every step of the implementation.
d. The full committee (or perhaps a sub-committee) should work closely with the pastor to ensure that all tasks and action steps are accomplished in the stated timeframe.
e. If the situation changes during implementation, the committee is encouraged to update/amend the task list or action steps to reflect the lived experience of implementation. If this occurs, the committee is encouraged to amend timeframes, deadlines, anticipated results, etc. to insure that the challenge is still being adequately addressed in the time given.
f. A more robust evaluation of all action steps and task is conducted by the full committee after 6 months and 12 months to assess the effectiveness and progress of each action step. Corrective action can be taken at this time as well.
g. Any significant revisions to the plan should be communicated to the Vicar General’s Office on a quarterly basis.

a.
