This is referring to a country's non-participation in some exercises that other countries were participating in. Does this phrase mean that the official was unfamiliar with the exercises or that he did not recognize them in his official capacity. My question is on DESCONOCER in this context. "PRACTICAS" in this context is EXERCISE as in a multi-national or multi-organizational exercise.
