operational activities have been deteriorating for years
"apresto" refers to "preparedness, readiness", however in this context I would be inclined to use the more general term "operational activities", which is more appropriate in a military contest and also more idiomatic. I realise you lose some accuracy but the text does not suffer too much as a consequence.
