This is a Costa Rican ruling on an asylum case. The term cartera is not known to me. I've looked it up in several places and I get mostly terms referring to economics: the 'portfolio'. So, I'm at a loss of words to how to properly translate this. I have a feeling it's quite obvious.. but I'm not sure.

Since cartera can also be a document case as well as a portfolio, it might refer to the file, which would usually be 'expediente' or 'archivo'. I work in immigration in the U.S. but have never heard 'cartera' used this way.

If this is an asylum case, it occurs to me there may be government officials involved. 'Cartera' can mean a government post (Le ofrecieron la cartera de educación)
