In an official letter in response to a commission rogatoire, the final line says "Lo manda y firma S.E., que certifico" followed by a signature.
I've often seen "que certifico" at the start of something (as in "I hereby certify that ....") but never at the end. Any idea on how I can translate it in this context? Thanks.

We would use the past tense in English. For the whole phrase I suggest "Signed, certified and delivered" which is standard English legalese
