In the cornice of the 16th floor of a building in Buenos Aires

A cornice is an architectural element.

Before seeing the second request, I thought that it related to an architectural detail. If it refers to the position of person who later slid to the storey below, more of the original text would be needed to determine the correct preposition or other word. Did he sit on the cornice? cling to it? slide from it?

on the ledge of Apartment N° 16 in a Buenos Aires (apartment) block

cornice sounds too much like on the ceiling to me and if this is linked to the guy on the rope in another posting, I presume it's an outdoor ledge, as in Charlie Chapline films....
