This is from an ILO report on youth employment in Argentina. In terms of government measures to address the issue, the text reads:
Luego siguen en importancia, aunque en una proporción mucho menor, las actividades de formación profesional y las acciones de inserción laboral y entrenamiento para el trabajo. No obstante, en los últimos años se ha incrementado la participación de los jóvenes en prácticas calificantes, que pasaron de representar un 1,1% de las prestaciones en 2008 a 12,6% en 2013.
It does not appear to be job training, since that is mentioned in the previous sentence.
