Yes, "buffer" is "tampo'n" in Spanish, per Ruiz-Torres (and that's how I always translate "tamponado"), BUT
I think the author is under the incorrect impression that "tamponadas" is the antonym of "acidas," when in fact it means that buffering has been ADDED to make it that way, and a buffer can also make the substance more acid (see definitions below). The text appears to be describing water that flows naturally in the rivers. It seems unlikely to me that anything would be added to river water to change its pH. Here is my interpretation of the sentence:
"...las aguas de los rios son acidas y oxigenadas, y poco tamponadas" =
"...the river water tends to be acid with a high oxygen content (or 'oxygenated'); it is not very alkaline"

A term used to describe a material to which slightly water-soluble acid **or** base **has been added** in order to stabilize the pH. In paper this is an alkaline substance, such as calcium carbonate, which is used to reduce the quantity of acids that may build up as a result of the degradation of paper fiber or acid absorption from the environment.
