It appears under the "Administration" section of a Power of Attorney,where the agent shall, among other things, open accounts, fijar.....

I´m interested in the verb "fijar" as much as in the whole phrase.

usually "activos and pasivos" are "assets and liabilities"; however, given their modification of "saldos" (balances), they, of course,are not marked and their plurality is not shown.

Usually "activos y pasivos" would be assets and liabilities; however, since they are modifying "saldos" (blances), they, of couse, must be singular.
