Это была не совсем коммерция в обычном понимании слова,поскольку существовал натуральный обмен с/х продукции на товары промышленного производства. У Вас ответ неплохой, но не совсем передаёт специфику "мешочничества" начала 20-х годов ХХ века, ув. Literа

См. комментарий Татьяны ниже. Исходное значение было именно таким, и термин передаёт элемент авантюристичности и прененбрежения законом. Большевики их терпели и не уничтожали как класс, ибо они снабжали Москву хлебом, ув. Yuri Smirnov!

: В своем первоначальном значении самое оно (нужно только русскую специфику добавлять - что у нас коммивояжерство считалось преступлением). А то, что слово использовали впоследствии в качестве эвфемизма (о полит. деятелях), это первого значения не меняет.

Спасибо за тонкое понимание проблемы и моего ответа , ув. Tatiana Neroni! Да, русскую специфику я добавил в скобках. Хотя сейчас оно употребляется применительно к России как именно как эвфемизм в отношении Ельцина. Пора вернуть слову исходное значение!
