Out of context i take this as "stencilled inscription", but can't quite imagine what this means IN context. Why is the method used to display the information important?

I wouldn't worry about it too much: the text is almost on the level of pigin Russian. I'm sure it's just that "trafaretnaya" sounded cool and impressive to the natives.
Incidentally, it should be АшХабаД not Ашгабат... unless it's a different town I've never heard about...
But all that is small fry compared to the gorgeous хякимлик шахера. WHAT the HELL is THAT???!!! If you don't tell me, I swear I'll post it as a question!!! Wendy, I just hope you can feel how it sounds to the Russian ear! I'm laughing my pants off!

Звякнул приятелю в Мин Ин Дел v Rime, он звякнул Туркменскому Консулу:
хякимлик=администрация
махер = предприятие/бизнес (same root – from German – as "maker"/"doer" in English, one surmises)
