После заключения Договора аренды, Арендатор обязан предоставить в администрацию Бизнес Центра список своих работников, для которых изготовлены карточки для входа и выхода из здания Бизнес Центра. Регистрация их в компьютере дает автоматическую команду для открытия турникета на проходной. В связи с циркуляцией персонала, карточки будут выдаваться фирмам-арендаторам в подотчет и ими можно будет пользоваться постоянно.

actually you could even expand the rather ёмкое понятие of подотчёт to:
"shall be liable for their safekeeping and usage."
also "who shall be held liable for their use." I like the personal relative adjective for groups/companies, but it is not to everyone's taste.

I believe it's worth mentioning the word 'return'; since the cards remain property of the landlord (to me, this is the key feature of "подотчет", eg as in "подотчетные суммы" ie those which will have to be returned, otherwise a report justifying their proper spending will have to be provided)
