I'm suggesting "calls for" because it's often a good option, sometimes better than "requires" - though really I'd need to see what goes before, to be sure about that.

This requires some expenditure but not much
"This requires some expenditure, albeit small", would be the closest, but though it is correct, the word "albeit" is rare and old-fashioned, and I would prefer to avoid it.

"Потребует затрат, пусть и небольших" и "Потребует пусть и небольших, но затрат" - imho, очень разное смысловое ударение. В первом случае отношение к необходимости затрат скорее одобрительное, во втором - скорее с сомнением.
