Deolindo - English business documents are much less "flowery" than Portuguese documents.
When translating every situation has to handled on a case by case basis.
The standard complimentary closing for a business letter is "Sincerely" and then the person's name below.
On a cover letter that would accompany the proposal the last line would read something like:
Please find attached the proposal for your reveiw and consideration.
This would be the closest thing in English to "a superior consideração"
I'm not sure if this helps you but sometimes a direct translation just doesn't exist. To end a business letter in English with "For your superior/ high consideration" would be very strange.
