Further extract from contract whereby shopping centre management has to provide personnel (as Visa promoters) to distribute "PLV".....all I can possibly think this could mean is "Publicidade Livre Visa"...possibly in the sense of handing out brochures and other free promotional material.....but since it's late, I may well be losing it, so if this is glaringly obvious as something else, please help :-)!! .....otherwise I shall confirm with client in the morning.

I came across this term once in a European Portuguese marketing text. In this case PLV was the abbreviation for "publicidade no lugar de venda" (sometimes also "publicidade sobre os locais de venda ").

It may fit your context... but it's still just a guess.
