I've seen it used in phrases with a negative context but, as Per points out, that is not necessarily the case with this sentence. The expression "only half of the story" comes to mind, but it is difficult to summarize that in one word.

Halvkvedet vise This is one of those fixed expressions - literally a half-written song. Taunts it is not; semi-truths or innuendo maybe, but there is not necessarily a negative angle here. 'Promoting one girl to stand out before many others' could theoretically be complimentary.

My first thought was ´whispering in the corner´.
The idea is, of course, that stories are not heard in full and half-truths are spread. Whispering in the corner is sometimes harmful or malicious, isolating those who are not able to fit into the corner.
